Where the rules come from
The National Joint Council (NJC) for Local Authority Fire and Rescue Services negotiates and publishes the Scheme of Conditions of Service, commonly called the Grey Book. It sets pay, notice, sick pay, leave and other terms for uniformed fire staff. Fire and rescue authorities incorporate it into individual employment contracts. Non-uniformed staff (finance, HR, admin) are usually on Green Book (Local Government) terms.
Section 86 Employment Rights Act 1996 applies as a statutory floor. Fire authority HR handbooks may add local variations to the Grey Book but cannot undercut it.
Probation
Wholetime firefighter probation runs 12 months in most fire authorities. Notice during probation is typically one week on both sides, rising to one month on confirmation. Probation covers completion of the Firefighter Foundation Framework, breathing apparatus certification, driving qualifications and station-level assessments.
For the general framework see probation period notice period and use the probation end date calculator for date arithmetic.
Handing in notice
Written notice to the Watch Manager or Station Manager, copied to fire authority HR. Uniform, PPE, breathing apparatus and warrant card must be returned on the last day. Officers with funded specialist training (fire investigation, tactical advisor courses) may owe return-of-service on early departure; check the training agreement.
The resignation letter generator builds a suitable letter. For the full sequence see the complete UK resignation guide.
On-call (retained) firefighters
On-call firefighters hold employment contracts with the fire authority (they are employees, not casuals). Notice is one month by default under the Grey Book. Some authorities negotiate shorter notice for on-call staff to reflect the flexibility of the arrangement. Pension arrangements differ from wholetime (Firefighter Pension Scheme has distinct on-call sections).
Redundancy
Fire service redundancy is unusual because of statutory establishment strength requirements and NFCC guidance, but it does happen during authority mergers and estate consolidation. Statutory redundancy pay applies at the statutory floor after two years of service; some fire authorities have negotiated enhanced local terms. Redeployment within the authority (control room, non-uniformed) is often offered first.
For the framework see redundancy rights UK.
Ill-health retirement
The Firefighter Pension Scheme has specific ill-health retirement provisions. Independent Qualified Medical Practitioner (IQMP) opinion is required. Ill-health retirement replaces resignation as the exit route where permanent incapacity for firefighting duty is confirmed. It preserves pension benefits at enhanced levels.
Union routes
The Fire Brigades Union (FBU) represents most operational fire staff. FOA covers officers. The Retained Firefighters' Union covers on-call. Fire and Rescue Services Association covers non-operational and technical staff. Engaging the union early in any dispute over notice, discipline or redundancy is standard practice.

Frequently asked questions
- What notice does a wholetime firefighter give?
- One month under the Grey Book, once probation is complete. During probation the notice is typically one week. The fire authority HR handbook confirms the local position.
- Is the Grey Book the same as the Burgundy Book?
- No. The Grey Book covers uniformed fire staff (National Joint Council for Local Authority Fire and Rescue Services). The Burgundy Book covers teachers (National Joint Council for Teachers). Both are national terms and conditions for their sector.
- What notice do fire officer ranks give?
- Watch Manager and Crew Manager typically one month. Station Manager and Group Manager three months. Area Manager and Chief officer contracts individually negotiated, usually three to six months.
- Do on-call firefighters get statutory sick pay?
- Yes if they meet the earnings threshold. On-call firefighters are employees for legal purposes and qualify for statutory sick pay under the standard rules. Contractual sick pay under the Grey Book applies alongside.
- Can I be dismissed during firefighter probation?
- Yes if you have not met the Firefighter Foundation Framework, failed breathing apparatus certification, or performance issues have been documented through the standard probation review process. Notice is short (one week typical) and FBU representation applies.
